The volume of the space is the same. Larger turbos do NOT alter the geometry of the car's intake. You still have the same intake piping, ICs, plenum, runners, and cylinders.

You get more air @ 15psi due to the fact that the larger turbos operate with significantly higher thermal efficiency at this pressure than stockers do. This means a cooler intake charge. So, when intake volume is unchanged, cooler charge at same pressure means increased air density...more air molecules. [That's the "n" in PV=nRT]
